The following Arbor Day Tree giveaway information is from :

On Saturday, Nov 2nd (Arbor Day), and Sunday the 3rd, the students from Kua O Ka La School will be giving away native trees that they propagated as part of a forestry class. Most of these will be lowland coastal plants. Limit - one per family, tree types: puhala, milo, lama, niu, kou, and kukui.
Nov. 2 - Saturday in front of the Helco Office (across from Hilo Shopping Center) 9-Noon
Nov. 3 - Sunday they'll be at Maku'u Farmer's Market from 8 - 11 AM.
Also, Amy Greenwell Garden in Captain Cook will have an Arbor Day Festival, with plant giveaways Nov 1-3 (they will be rationing the trees so that each day they can offer them & there's a one tree per person limit. the giveaway is from 9-noon all 3 days, but the festivities last longer.... Tree types:

Alahe'e (Psydrax odorata)
Ma'o hau hele (Hibiscus brackenridgei)
Koa (Acacia koa)
Milo (Thespesia populnea)
Kamani (Calophyllum inophyllum)
Manele (Sapindus saponaria)
Koki'o ke'o ke'o (Hibiscus waimeae)
Hala (Pandanus tectorius)
Kou (Cordia subcordata)
'Ohi'a 'ai (Syzygium sandwicensis)
Kukui (Aleurites moluccana)
Hapapepe (Pleomele hawaiiensis)

Have no idea if DOFAW will continue their Arbor Day activities, as has been in the past few years, if so, it may be that it is on Friday, Nov.1 that DOFAW MAY have a plant sale featuring native trees in the parking lot of their Hilo office on Kilauea and Kawili Street from 9am-1pm. - have seen nothing on this yet this year, but that is what the years past have been...
