Catchment is no problem at all. You may want to check that where you're buying has broadband internet. Some parts of HPP have cable and/or DSL.

If you want to live in an area most convenient for going into Hilo, HPP and Orchidland would be at the top of the list. Orchidland has 3 acre lots, HPP are 1 acre. I live in Orchidland but there are advantages and disadvantages to both. Leilani has great roads but takes longer to get to Hilo if that is a consideration.
Regarding catchment tanks, the agricultural extension service on Komohana St. has an excellent free publication. Markie

Hey Paul brings up a good point - if you are locating into a DSL (hawaiiantel) zone, you'll want to put your address on their list right away.

I would strongly recommend renting a house in the neighborhood(s) you're thinking of moving to. A few years back, we stayed in Leilani for several days, and looked at houses in Leilani, HPP, and Hawaiian Acres (just houses on or just off the paved roads). We picked Leilani because of closer proximity to "town" and the fact the neighborhood seemed more uniform than HPP or Hawaiian Acres. Also, some of the houses in HPP are quite a distance from 130, and turning onto the highway can sometimes be a chore. Obviously, many people live there and love it. But I'd recommend renting a house and seeing for yourself.

I personally like higher up in Orchidland for the bigger lots and more clouds. That blaring sun can get really old. It depends on what you like. Leilani is pretty far out there and also lava zone I, so you need to consider this also. Loans are a little easier to get here than on the mainland, in my limited experience. Personal loans here are at a much lower rate than on the mainland. Usually, it's a 25k limit for a "personal loan".

I agree with Justin. Leilani would be my choice, especially if you pay cash. Insurance is high.
And it is soooo much prettier than HPP (sorry to those who live in HPP...it is just a preference). Close to Pahoa, close to Kalapana, close to Pohoiki, close to tide pools and warm pond. The roads are better, too. Also, agree that you should rent first. Don't be in a hurry. By the way, I moved from Baker City, OR (shopped Boise all the time). You'll get used to the rain! It's almost mysterious when a heavy, heavy downpour comes down on your house! You'll miss the lightning shows (at least I miss them). You will NOT miss the snow and ice and the ugly inversions. Vog comes this way infrequently. Oh, I miss the snow skiing but that's okay with me I have friends here in Nanawale who are RN's, both still working, however. They came from The Dalles, OR and they also love this beautiful island. I just noticed we all come from the I-84 corridor! He who hoots with owls at night cannot soar with the eagles in the morning.
