Here is another LOCAL ISSUE that has more impact on me than some global issue. I would see this trash down Kahakai and Hwy 130 and thought why are these people so disrespectful of this aina that they supposedly love?
Then, over time, especially after being behind a few, this trash isn't from people deliberately throwing it out of their cars. It is their rubbish haul that is blowing out. This is the result of not having a municipal garbage service, not that it's a suggestion we need one.
The Hawaii island rubbish handling is such a contrast to the mainland. I don't think I have seen one Litter Warning sign on this island. You get to haul your own rubbish to the transfer station, almost anything. The flip side is people are going to get careless with the loading. In Washington state, it was becoming common to see news about people being killed on the freeway from flying rubbish.
What is needed is a SECURE YOUR LOAD campaign, possibly handing out rope net tie downs, and make people more aware of how much of their rubbish is blowing out, to litter the sides of the road. The road side cleaning guys are another group that should get a mahalo nui.

Re: timing of the forums - the community center is heavily used. It is not easy to find open time slots, and we had to take what we could get - especially with the Summer Fun Program happening.

I agree. A SECURE YOUR LOAD campaign is a good idea. It is already a regulation, I believe. Just not widely known or enforced. I suggest that you make an appointment to run this idea by Bobby Jean Leithead Todd (Director, Environmental Management). She might have a budget for ads and posters.

More generally: participation tends to favor those who can afford (and live in an area which is served by) cable.
Posting debates on YouTube is a great idea ... unless you're still using dial-up because you can't afford (or are not served by) wireless.
Attending in person is ideal ... except for people who have to work and/or don't have reliable transportation.
Short version: "Public Access" ... isn't.

Renee, re "Secure your load": this has been a topic of discussion for months at the "Opala in Paradise" Facebook page--pushed, in part, by a certain bicyclist who's tired of dodging papayas and trash bags along the shoulder of Volcano Highway. Kevin Dayton doesn't want to bother police with enforcing existing laws, but wants to give attendants at transfer stations the power to enforce fines on transgressors.
