No doubt Hawaii's highways cost a lot and have high administrative overhead. But The Reason Foundation is a self proclaimed:

So, Frank makes a post that is clearly Hawaii related and links to a Hawaii story in a Hawaiian news source. But you, steve1, have non-Hawaii related philosophical and/or political differences with a source of funding, for a source of information used in the Hawaii news source, about the article relating to Hawaii. Because of your own bias you claim there is no legitimate Hawaii connection.

Wow steve1, you make quite a stretch to hijack the Hawaii related post off into non-Hawaii related political argument/bias.

You would have to get into the weeds with the County of Hawaii budget. It is public information.
Assume the best and ask questions.
