No doubt Hawaii's highways cost a lot and have high administrative overhead. But The Reason Foundation is a self proclaimed:

But you, steve1, have non-Hawaii related philosophical and/or political differences with a source of funding, for a source of information used in the Hawaii news source, about the article relating to Hawaii. Because of your own bias you claim there is no legitimate Hawaii connection.
