Voting against a "must-pass" spending bill seems like pandering to the constituency. Consider the alternative: a government shutdown has undue effect on an economy that relies heavily on Federal spending.
It would be interesting to compare the votes with the per-state Federal subsidy numbers (Hawaii ranks fairly high up the list).
For the off-topic part:
1. Cell phones are supposed to be automatic "do not call" because the recipient is paying for those calls, unlike a landline.
2. Tax rates on income are not relevant to someone who has so much money that they don't need to collect a salary.
