I find this entertaining for various reasons.
State dispensary bill specifically prohibits County from denying applicants (provided that they intend to operate in proper zoning and with all necessary permits). Ironically, crop production is agriculture, which is how most of the island is zoned...
Because this is a single County, the districts have zero authority to regulate land-use issues such as this one...
The security requirements for weed production facilities (live surveillance cameras, etc) suggest that these will have to be located where high-speed internet is available, which would seem to disqualify huge parts of the island...
My suggestion to Kohala is that they immediately build a network of schools, playgrounds, and public housing, until all suitable production sites are within 750 feet of one (or more) of these. Of course, different NIMBYs will oppose this construction ... I'll make some popcorn.
