Chunkster, what do you not get about the fact that $15 million has been approved already for the design of the alternate PMAR, separate from the Hwy 130 expansion to 4 lanes that is on the DOT STIP and now said to begin in 2018?
FYI, Rep. SanBuenaventura has successfully sued the DOT in the past and it was her significant pushing that finally got the state to get a move-on with the mauka pauhana lane from Kea'au to Shower Drive and with the help of Mother Nature, saw the construction and opening of the Pahoa roundabout done in record time (for the DOT).
Jon Olsen and the other litagants who brought the original class-action lawsuit that led to the Community Development Plans are talking about going back to the feds but at this point from what I've heard, the DOT is being more respectful of Puna's infrastructural needs, imo.

Frankie, what you apparently don't get is the fact that money gets appropriated all the time and never released by the governor. Do you really think he is going to release that $15M when he has a moratorium on new highway construction projects? I suppose he might, seeing how off the wall he has been about so many things, but I wouldn't count on it. Has he already released it? If so, I haven't heard about it and my point is moot. Meanwhile don't count your PMAR eggs until they're hatched. Then there's always the other $250 million+ it will take to build it. FWIW, I'm indifferent about whether they build the thing or not.

The 4-lane Kea'au-Pahoa bypass is history, even though there was a study in 2011. The fact of today is the Kea'au-Pahoa bypass project became a shoulder widening project, 2 full lanes into town, traffic lights at Shower, Paradise and Orchidland. Even that is off the table now, Phase I has been completed. Phase II is on indefinite hold. They need to distribute the money to road repairs rather than major road improvements. With that approach, it will be years before any major road improvement project gets funded.

Ground-based single-transaction retail is obsolete anyway. We should be getting our groceries via delivery van and/or drone from "neighborhood ag warehouses" which are already a permitted use of Ag-zoned land.
Think Craigslist/eBay, but with local goods and a last-mile delivery implementation.

I can understand the Low Voter turnout, no one worth voting for.
I think if there was someone that was "progressive" and had his/her Sh!t together...
They would have taken the vote by a landslide.
