According to the Tribune-Herald Jan. 18, the county is considering an SDC ordinance for new construction in new developements beginning in July of this year. Regarding the existing subdivisions, the article was rather vague- maybe required, maybe not. There will be a public workshop held in March to iron out the details. Thought this was gonna happen sooner or later.

It's a permit surcharge, a local government's way to pay for infrastructure and sevices like road improvement, parks, rubbish collection, etc. Many mainland cities and counties have them now. When I left Medford I believe it was around $5000 for a new house permit. Not to worry yet though, the paper said existing subdivisions MAY be exempted, maybe. We'll find out more in March.
