I don't think anyone is responsible for lava zone 1 losses except the people who originally made the decision to move there, or perhaps the unscrupulous real estate agents that bamboozled them into doing so. However, the losses of those outside of LZ1 should be replaced.

Because, in their wisdom, government decided that if insurers weren’t willing to insure high-risk property, and as such put and end to the idea that living in zone 1 is realistic, they would force them to do so. And now it's time to live with the consequences.
The only question left is are we going to repeat the whole thing over again or 'learn from our mistakes?'
