The recently passed Federal Tax Cuts and Jobs Act authorized a community economic development program called the Opportunity Zones Program.

Only city folks need opportunity. We'll just keep banging rocks together out in Puna.

ETA: Wow, what a handout for the rich. This program lets big investors defer capital gains several years. With a correction/recession likely, that means they may end up not paying those taxes at all. On the ground, funds are supposed to be used to mostly make improvements to real estate. Who owns city business real estate and will benefit the most from such improvements? Probably not small business startups.
