This is not rocks, but cold plained asphalt material that Jas Glover milled off of the top lift of HWY 19. This is part of the HDOT's new IDIQ pavement preservation program.

Funny how people justify theft in their own minds as ok. Just because it there, doesn’t mean you should take it. Same people would keep your wallet when you accidentally left it somewhere rather than doing the right thing.
Just shows the lack of morality in today’s society.

When they get ready to re pave, they haul it off to the batch plant to grind and recycle into the new pavement. They are allowed, and encouraged to re purpose the grindings as they are a classified hazardous waste due to the amount of oils, tars, bituminous, etc.
