Interesting CoH road assessment sub contract

Now this is straight out of the parking lot at Long's in Pahoa...

I saw this interesting vehicle parked there. Had a rack of tech equipment and a dozen conduits of cables going into the back of the SUV. Professionally done.

I couldn't guess what it was about. Appeared to be s storm tracker vehicle but that made no sense so..... I walked over and talked to the guy with the SUV.

So the story is the tech gear on the rack surveys road condition. Asphalt to scanned to 1 mm on a continuous read. Other scanners scan the road sides to within 3 cm. This produces a record of road conditions and these boys are contracted by the county to survey all county roads.

In a way I was impressed. Then I got to thinking and wondering about just how much Harry was spending on this contract and was the net amount received by the mainland sub contractor the same as the gross budget item line. Then I got to wondering just was the advantage was to have this costly vehicle high tech its ways around the county compared to a CoH employee simply driving the roads and taking notes.

Curious I am. And intelligent decision or another kick backed boondoggle?

A more progressive Mayor (such as myself) would have partnered with local STEM labs. I'm sure the kids would have come up with something accurate enough while getting a great education (complete with whitepapers and press releases) and saving the taxpayers a bunch of money.

Merely a question of priorities. Better question: what does County intend to do with all this high-precision roadway measurement data? Ignore road repairs to the millimeter?

Could it have been there to scan the thickness of the new Kahakai Blvd extension that was just paved last week ?

Could be checking so they don't get stuck with a substandard job.

If they are smart they would survey and map the entire road system so they can prioritize fed or state funding to comply with road standards.

Any bets on how long it will take for someone to knock down the power pole embedded in the asphalt by Pahoa Village Road?

Doesn't take a fancy scan to determine that 130 between Pahoa and Leilani needs immediate repair.
