Any lenders for Mortgage/Heloc in Lava zone 2?

I heard lending in zone 0,1,2 was completely shut off. We have such a need a need for housing options. Does anyone know of a bank/lender giving even higher interest loans in zone 2. Lots of zone 2 in Puna.

Check with Central Pacific Bank or Freedom Mortgage in Hilo, they are lending in lava zone 1 and 2 #128522;
