Perhaps the county could buy the building at a highly inflated valuation, maybe double or triple it’s actual worth, then create and hire county positions to fill up the building with human bodies and desks.  Put up a sign showing work hours.  

Maybe the new employees could monitor camera video feeds from outside of all public school restrooms in East Hawaii?  After the county installs or moves cameras outside of restroom doors.  Since the new workers would never see anything no training would be required, it would be a perfect fit for unemployed high school dropouts.  Perhaps a second screen would show teachers in classrooms, teaching, and the dropouts might learn something while they’re at “work.”

It would relieve some of the traffic congestion into Hilo in the morning, where almost all of the government jobs are currently located.

After four years, bathroom monitors receive their GED.
They also qualify for a promotion to a regular county job, probably in the planning department.
