Just in case we have forgotten this rip off, I am reminded of this when I am taking the dog for a walk and see flags sticking up along the cable route (http://archives.starbulletin.com/2002/06...tory2.html) (http://the.honoluluadvertiser.com/articl...ocal06.txt) The money spent on this should have provided phone service and internet service to all rural areas on this Island, instead of just DHHL Lands.

The folks behind Sandwich isles Communications found a pot of gold at the end of the rainbow. Which turned out to be USDA Rural Utility Service loans. These loans are being paid back by the Universal Service Fund.
SIC is classified as Rural Local Exchange Carrier. They were given the exclusive right to service only DHHL lands by DHHL back in 1995. On top of that the Hawaii PUC gave their blessings. Which allowed them to qualify for these loans.

This is a classic case of the people demanding something, government responding to the need with a program; the people complain it's too restrictive; government comes back with a program with less restrictions; the people complain it's still too restrictive; government revises program with even less restrictions; the people still complain its too restrictive; the government throws its hands up and say fine; the people are happy; someone comes along and uses the program to build a Cadillac instead of a Corolla because the people didn't want restrictions; and now the people complain, complain complain....
