Growth Management Meeting 10/26

Following were discussed, some needing further discussion:
* Discourage or disallow more "substandard" subdivisions. Need to define:
A) Substandard - Roads not constructed less than County Standards and cannot be dedicated, No Public Water (standalone system for that subdivision acceptable), No Waste Water or High Quality Standalone Waste Water SystemRequired
B) Need to set parameter for subdivision. For instance a two lot subdivision is acceptable but a 20 lot subdivision is not. Need to note, though that need to try to prevent "gaming" the system

* Require aeration septic systems at building permit level - or at a minimum disallow simple cess pool systems. Reason is the large number of such systems already in the district. There is an overload to the land coming.
*Green Belts along major roadway systems.
*Urban areas around established villages (i.e. Pahoa and Keaau) encouraged to reduce suburban sprawl and keep rural nature of the rest of the district.
*Discourage Sprawl encourage "in fill" (similar to above)

In future meetings the group will review the GP Urban Expansion area.
