does any one know if properties in puna are eligible for these types of loans? i went to the usda website, but didn't get an answer for the property we're trying to purchase.

Talk to a loan officer. You would be surprised but most mainland/federal lenders have no clue and direct knowledge about things common in Hawaii, like leasehold, lava zone, condotel, catchment, etc.
