Walking the plans here in Hawaii County is not insignificant. It is not allowed on the mainland because they don't trust the public.... probably with good reason. Here they trust us to not make changes in the plans while in process. It is appreciated.

It also speeds up the process. Having your plans sit in a departments in and out boxes while moving from Planning, to Health, to engineering, to pan check can consume weeks. Being able to hand carry the plans is efficient, thoughtful and trusting.

Would not work in L.A.

Happy to live Hawaii.

I know a lot of people that have a permit, with nothing finial/temp power and been that way for 20+ years with no problems on a small lot with shack practically on the street so it's not like hidden or too obvious on what's going on.




There were estimated to be almost 7000 unpermitted/under permitted structures in Puna and +200 in Kona in 2006 or 7 - the year of the amnesty program. Dont know how that figure was estimated.

We did owner/builder with zero experience and it went smoothly and approvals were quick and painless. We were, at first, concerned given our lack of building experience and that we were building a single-wall home and trying to mimic as much as possible, given the new codes, our other house--a 1936 plantation style. But, it all went well in regard to the county. Our only difficulties were with our original carpenter and plumber, which from what I hear is pretty typical. Once they were replaced all went well and we love our new home.

There are two seperate repeated words that I think really stand out in the original post: "city" and "California". I think that's the problem right there.

By the way, how can one be a liberty activist AND reside in the socialist republic of California without going absolutely nuts? Kudos to you for your resolve. Its incrediblehow a state that has so many reasons to be successful has allowed itself into such a sad decline. Hopefully their mistakes can be a lesson to states like Hawaii before they share the same fiscal fate.
