Beachboy, your points are not invalid. And I'm not speaking of a problem presently, but of experiences in the past.
I did speak with one neighbor here about her dogs, as did every other neighbor (some called the police, others suggested just killing the dogs) from blocks around. Understand that I am the only haole in this neighborhood for some distance in all directions. But, because I've been here for some time, and make it a point to be friendly with all my neighbors, I get to hear the juice on just about everything, including "the gal with all the barking dogs". Bottom line, it is unconscionable to ruin anyone else's enjoyment of their own property because a dog owner is too selfish, too stupid, or too lazy to train and control their animals. That's why this topic gets so much attention. That's why there are laws against it, and why there will be more until the problem becomes managable.
As far as the ass kicking goes - that was tried the last time a few years ago. He would have been about thirty by now.
