Not deluded, probably mistaken. Who knows, there could be hundreds of home invasions going on every day, but until there's some hard evidence of this, why should anyone believe it?
When I was at high school the teacher in one of the classes would give us a test every Friday just after lunch. Towards the end of the lunch break, one of the class would jimmy open his drawer, pull out the test, and pass it around before putting it back. He never suspected a thing and probably thought all of his students were so talented. You state, without any qualification, that home invasions are fairly common, which seems to be news to everyone who should know. What do you have to back up this assertion? Stories from school children. Sure, why wouldn't their parents believe them, their teacher did. Daring to question the bold statement that "home invasions are fairly common" is not nitpicking. Home invasions in Hawaii/Puna/HPP are not common. They are very very rare.

I wouldn't put much stock in an ex-cop's words just because he's an ex-cop. They need to back up their statements just as much as the next person. It sounds like the quote you gave earlier, PaulW, was likely the very same ex-cop I met the other day who told me that everyone in Puna sucked and that Punatics were 99% druggies and whackos.
There are many reasons why people may not get the police involved, not the least of which is the attitude by the cops many times that if you got robbed, you are likely a drug dealer (!). They want access to your house to 'investigate' and then you don't hear anything about it ever again. There's rarely any progress or follow through. We were on the back roads of Hawaiian Acres a couple years back, this car slammed into my friend's car as they were making their getaway. Lo and behold, the cops were in close pursuit!! Until they stopped and began questioning my friend for 10 minutes while the maniacal drivers got away with a carload of stolen guns and jewelry. We were stunned.
