A Special Use Permit application was recently submitted by Gerald Yamada to the County Planning Department to allow for the construction of a supermarket at the corner of Auli'i and Highway 130. A similar request was denied in 2004, but they are back again hoping that 300% growth in Puna in the last decade improves their chances of persuading the county that this will be an "unusual and reasonable" use of the land.
According to the permit application, the PCDP was recently revised to allow for development outside the boundaries of the Orchidland Neighborhood Village Center, as defined by the PCDP, and that revision includes wording that suggests these boundaries be used only as a "guideline." Yamada also points out that, according to the County General Plan, "if there is a direct conflict between the Community Development Plan and the General Plan, the General Plan will be controlling." So Bobbie Jean is the kingmaker...?
