VI, section 5-25 seems to say that any post and pier R-3 dwelling requires an architect's stamp, no matter the size. An R-3 dwelling under 600 s.f. on a concrete slab does not.
No permits required for structures under 600 s.f.

There is a place in the new code that states that detached structures for storage, playrooms and other light duty non residential use under 120 sq ft do not require permits. In another it states that all structures, including trailers on wheels (how is that a building?) left stationary for more than 24 hours must be permitted. I love clarity.

Of course the deciding factor is not what the code says but what the inspector thinks the code says. The AHJ (Authority Having Jusisdiction) gets final say.
