Has anyone worked with the electrical contractor Roy McCormick at "Royal Hawaiian Electric? He seems very professional and has submitted a bid to install new electrical service from street to house. He is requesting payment in full before proceeding. Is this typical?

Never give anyone full payment before work is started. Find someone else

I would also require a contract with a completion clause after the electrical work we are still in the midst of...It is ongoing, and has been a 3 season project so far, one season for the building dept. & 2 seasons waiting on the electrical contractor....
And never pay in full here....only at completion...they will bill enough for 'materials', and definitely get total invoicing, we have been billed for many days that the assistant did not work 6 hours here, and no 'full'day was over 7 hours, most have been 6.5....when they show up at all....and I really feel like a kindergarten teacher making sure that 'Johnny' is here & doing the work... the assistant does not work on rainy days & once came here in a light drizzle & waited around for 1/2 hour to see if it would rain or not...yup, we were billed for a full day that day, as we have been when they show up after 8:30 & leave at 3
