I don't have much experience with solar hot water systems. Can anyone inform me on who does the plan and pulls the permit? Plumber I assume?
Looking for recommendations.

I think 3 permits may be required by our good county now.Plumbing, electrical and structural.
John Gapp at Drainpipe did mine and I haven't heard anyone complain about him.He pulled all of the permits.

drainpipe did ours too. It was easy, he took care of all the paperwork. I just had the 3rd inspection. All passed easy as pie. We've not had to turn on our breaker since it was installed, in fact we turned down the temp on the hot water heater as it was just too hot!
Also, our electric bill is now about $100/month for a family of three taking nice long hot showers!

What do systems like this usually cost?

Ours was a little over 5k. $750 helco rebate (direct to drainpipe) then we'll get a federal rebate and a state rebate. I think we estimated it'll be $1700 after all the tax incentive/rebate things. Which if it saves even $100 a month for some families it's paid for itself in 17 months. Even if you use less hot water the system is supposed to last so darn long, it really is like free hot water.

Also, if you need anything added during the solar installation (for example, a UV sterilization system for your catchment) see how much of that can be piggy-backed during the solar install with rebate.
