LOL, Kalakoa. I should add that this sort of dealing is not unique to Hawaii, but it has been raised to fine art here.

Yes -- raised to such high art that there are multiple (decades-old) books on the subject, yet somehow the public is constantly surprised at the return of the screw.

In case it isn't clear this bill was the one introduced by Inouye that both finishes off removing homerule from the county on geothermal AND makes the changes retroactive to 2012 so as to possibly nullify the current lawsuit against PGV over its violation of the ban on night-time drilling.
http://punaweb.org/Forum/topic.asp?TOPIC_ID=21988 I've heard of eviscerating a bill but never quite so literally. Hopefully they just finish killing it off for good and Inouye can stick to issues in her own district.

Here's another example:
http://www.hawaiitribune-herald.com/news...-uber-lyft The original Hawaii bill would have set regulations for insurance for self-storage facilities. But after another bill to regulate Uber and Lyft died in the House, lawmakers in the Senate gutted the part about self-storage facilities to replace the language with insurance regulations for transportation network companies. You can't judge a bill by its title, because someone might replace the content while the bill is moving through the legislature. (Not that anyone actually follows the laws once they're passed ... different problem.)

Surprised they got away with that one. To do a G&R the language has to relate to the Bill title which cannot be changed. Must have had a really generic title.

May not be dead yet.
4/18/2016 H House Conferees Appointed: C. Lee, Yamane, Luke Co-Chairs; Evans, Onishi, Pouha.

Lee is the one who stripped the bill in his committee to facilitate killing it in conference committee.

The bill is dead now, I think this was overreach on the part of one Senator, messing in the affairs of another Senator's district without input from that Senator or his constituents. This sort of thing goes on in the house all the time, but the Senate is supposed to be the more collaborative and deliberative body.
