The timing is even more suspicious -- when has State ever moved so fast?
Not to mention that it's irrelevant on the Big Island, where no dispensaries have actually opened...

State already requires real-time tracking of all production and sales, including the ability to put a "stopper" on patient purchases in excess of specific quotas.

Dispensaries? What? Who? Why? People other than tourists pay for herb here? The state is kidding themselves. I can't have a conversation with any of my neighbors without being handed a sack. Just sayin.......
