Nothing is forbidden and all is permitted if you have a "buddy" at the building department.

i didn't notice the engineer put a galvanized water tank on my permit for my house. never wanted one. so when i went to get the permit for my gunite water tank i had to first buy a demo permit for a tank that never existed. the inspector had to come out and verify the demolition and then i got a new permit for the real water tank... just time and money that the county loves to do...

The downside of having an open permit and never getting finaled: our helco rate is godawful - maybe three times a regular residential rate. But we can't final the house - we'd have to start all over at this point,so we live with it (half our power at this time is solar) - maybe "someday" we'll be able to spring for all solar...
