Unless they felt like it, for whatever reason, or wanted to investigate to see if they could find a reason; the Code is full of potential excuses ... just needs someone to complain.

Spoke with a neighbor today and they said another neighbor had been looking into situation. They said that they might be squatters-- The property is viewable from 3 adjoining properties so an inspector could investigate without having to go on property. Need to get more info from other neighbor. Thanks for all the feedback. Seems like collecting as much information as possible from building, health, tax departments and even police records might help. Don't know if anyone has been able to get a hold of owners.
