beaches.....parks.....anywhere the puppies can go to explore in the water (without worrying about lepto...?)

Try past the end of Ala Heiau off Makuu Dr. in HPP. There are shallow pools there and no nearby houses. Or maybe Kaimu, no tidepools, but a beach & lots of lavaland to romp over. Take water.

The vancant lots at the end of Ala Heiau can get some heavy currents, esp. this last wind pattern...
Kings Landing (Hilo) has FW tidal marshes
