If this doesn't sound like "special interest" motivation.... what does?

Paying $20 billion a year in taxpayer money for fossil fuel subsidies? (2015)
Providing a government built underground waste dump for nuclear power producers?
Linking PGV’s payment from HELCO to the market price of fuel oil, no matter how much it costs PGV to produce electricity for Big Island customers?

Solyndra subsidy was half a billion, and they never made a single watt. And all the free electric cars parking at the airports!

I do get your point. Special interests are everywhere. Unfortunately $20 billion is virtually nothing compared to the trillions we spent on the various petroleum wars. Murdering innocent people is expensive.
