5 cent deposit on all containers
$1 deposit on all styrofoam. Burn it in a WTE plant. Cheaper than the composting facility boondoggle.

Everyone has seen the Pahoa transfer station when the gate is closed for whatever reason. Gotta love the 10ft tall piles of trash. Last time it happen they had to pay a security guard to sit there next to the locked gate to turn folks around. My guess is everyone will just dump their trash at night next to the gate and along the road leading there.
The outcome will be more tv’s, refrigerators and appliances dumped next to all the abandoned cars sprouting up like weeds around this island. So when all the illegal dumping starts, they will change their tune. It will probably cost more in the long run.
Here is a novel idea..... Have all the drug addict felon ex cops keeping their retirement on our dime pick up the trash.

Most likely, illegal dumping will primarily happen along "privately owned" roads, so County won't have to care. All fun an games until EPA gets involved.
