Big Island and Kauai are exempt from deadline.

The Big Island and Kauai along with Maui, Oahu, and all Hawaiian islands are exempt. Only Hawaii's hptv are required to convert to digital. All lptv, which is 75% of Hawaii’s broadcast, are exempt.

On Feb 17rth all hptv will switch to dtv, but lptv do not have to make the switch. If lptv decide to make the switch they can on Feb. 17th or anytime after that date. If they want to make the switch before that date, they do have to get permission because consumers would not be expecting it until Feb 17th.
