Legally, or permitted? probably not...Plumbing, gas &/or electric hookups are supposed to be done by licensed contractors w/permit.....

I would agree with you on that assumption. Puna is said to have close to 7000 unpermitted or "underpermitted" structures. It doesn't seem to become an issue until selling or neighbor complains.
