Where Ospho works well, it is supposes to be rinsed off before painting as it's action is a conversion not a film.
There are new products which provide both the conversion factor(turns rust black) and a pretty good acrylic primer so you can paint an easy first coat and convert rust in one step. Plus now Rustoleum has a new 3000 rust inhibiting 1 part acrylic enamel, and 3900 series acrylic epoxy in 2 part (60$+per gal). Both are very fast drying and ship non hazmat. Both are water base, and provide air and moisture tight finish.

Just to let you know fluid film just prevents rust , it doesn't reverse it like navel jelly.
But if you want to see if you can get some people together and get 6 cans. You can get anhydrous lanolin at the pharmacy. Add a little lighter fluid or something else akin to make your own fluid film if all else.
