What I can't undrstand is how the motor vehicle theft clearance rate seems to hover around 30%.
Does this mean only 1 in 3 stolen vehicles is recovered? I would think it wouldn't be that difficult on an island.

It would imply that 30% of stolen vehicles are recovered. What condition they are in at recovery is not included. Whether anyone was arrested for the theft is not included to my understanding. Conviction rates for auto theft would be interesting to know.
As it seems that some Punawebbers are reading the Police Annual Reports please feel free to bring forth questions and anomalies and post them here.

You would think the definition of "cleared" would be universal. It is not. Clearance rates can be made to look better by someone taking the time to call on older cases and convincing the victim that they are no longer interested in the case. The case can then be labeled as "exceptionally cleared". Also they can be "exceptionally cleared" when an active burglar is arrested, if numerous burglaries are then blamed on him/her, whether the actual perpetrator or not. I would seriously question the Puerto Rico stats. If you can get stats for "cleared by arrest", that might give you a better idea of what's going on.
