interesting read - why would the state take the course they did - in light of the federal guidelines attached to the money?
edit - have read the article a number of times, after the third I came back to remove my comments... the more I read - the less I understand and Im a pretty good reader

my opinion after 1 reading of that article:
The obvious overbearing impression is the federal gov continuing its federalization of the local school district.
However this article lacks the usual "left" / "Right" alignment that we are used to receiving, I think what this article is showing is simply that the various factions in this state have their own idea about what it means to comply with this federal money.
With a system as massive as the DOE in relation to the state budget of course there are going to all kind of politics on how "stimulus" money is spent.
What makes me more upset is that everyone just lines up at the federal trough, never considering what it means for our state to enter in more and more contracts with the federal governemt. and NOBODY is asking where the federal government got all this money. Its all a matter of is it spent the "right" or "wrong" way, never IS THIS MONEY EVEN OURS TO SPEND?
oh well... rant complete..
