HPP Directors want to increase road fee's again

It is not right that the HPPOA is trying to pass this bylaw, without the knowledge of the non-business owners.[Sad!]

Shame on HPPOA for trying to hide this fact from us non-business residence.[}Smile] Business owners received their notice, but non-business owners, didn't receive the notice, therefore, I wouldn't know about, if a local business didn't inform me and gave me a copy of what they received.
Non-business owners, should be noitified, so we can vote too.
Why should they get more money, when they failed the first time around, with the loan, to get the job done the first time around.

Please help support our local business's by voting against this impact fee. The consumer, in the end, will have to pay for the fee by increased charges from the communities business's. [}Smile]
As it is, we all are going to be paying an addition 10% for the next 10 plus years on the original loan. They mis-managed the funds, that was supposed to be used to pay for the paving of HPP roads.

There will be a meeting on Dec. 16, 2009 at 6 p.m

This yearly impact fees, will be charged yearly on lot owners with two residence.
Lot owners with churches and schools.
Lot owners with cottage industries.
Lot owners with light impact businesses.
Lot owners with heavy impact businesses.
Lot owners whenever they apply for a building permit for non-residential activity.

HPPOA needs to know, that we are all in this together and we all need to be informed on the changes happening in our community.

any bylaw changes need to be voted on by the membership.This would require many changes to the bylaws and someone reading thru that court decree. havnt heard anything about this and the minutes to last meeting arent on the website yet.
where you at the meeting or does anyone have details ?

Here's the text of my e-mail just sent to the HPP Board:

To the Board of Directors:


I have recently heard a rumor that there are changes contemplated to the Bylaws. The subject appears to be a levy on business use with regard to a surcharge on road maintenance fees.

I have no direct knowledge of this, but I understand that a meeting has been called for December 16th at the clubhouse. Since I am on notice as having requested e-mail notification of any and all meetings, I am perturbed that I have so far had no notice of this event.

I am also concerned that the Board has backslid into posting the minutes very far after the fact of any meeting. We were assured that even though the full minutes could not be submitted until after approval, a synopsis would be posted in a timely manner.

Please reply to this e-mail with all available details about the above mentioned proposal, including the wording of the proposed Bylaw. It is my understanding that any Bylaw change must be submitted to the whole membership. Certainly any change of this proposed magnitude cannot be voted upon quietly by a minimal quorum and needs to be put before the full membership in an open, frank and timely manner.

It may also be worth considering that if business use of a property calls for a larger assessment, surely a vacant lot should qualify for a lesser, or even zero, assessment?

The December 16 meeting is a regularly scheduled meeting, hence no special notifications are required. There is a by-law revision process under way, but it does not to my knowledge include placing special road assessments on businesses. Even if it did, any changes would have to be put to a vote of the membership. Road assessment increases are limited to 10% per year by statute.

There was some discussion regarding various types of lot usage and their impact on road maitenance costs at the October Board meeting, but I am not aware of any formal action proposed. I was not at the November meeting, however, so I can't speak to that until the minutes are posted. I agree that a summary of that meeting's minutes should have been posted by now.

I will be at the December 16 meeting, and strongly suggest that any of you with an interest in these matters attend. The profound apathy of so many stakeholders in HPP is amazing. If more people would pay attention to what the Board and the Association Manager do, there would be fewer surprises and rumors. How many of you even know who your district Board representative is? Do you bother to look into what your rep has supported or opposed? Many Board members are either appointees (due to resignations or the simple fact that no one bothered to run) or were elected without opposition.

Any property owner who wishes may speak at a Board meeting during "Owner Imput." I suggest more of you try this. The next meeting will be held in the shop building due to a scheduling conflict. If you really want to know how things get done (or not done) check it out.

Here's the text of my most recent e-mail to HPPOA:

Today I saw that the summary of the November meeting was finally on line. The beginning preamble to the minutes says the summary will be available 'immediately followng the meeting'. Do you think that a 22 day wait constitutes 'immediately?'

More to the point, where are the minutes from the October meeting, either summary or complete?

Reference is made that they were approved in November; why have they not been posted?

Currently I live off Island. It is important to me to have access to the workings of the Board in order to be aware what impact Board decisions may have on my property. Please advise when you will be posting the October minutes. Since they were approved in November, I expect that they should have been posted BEFORE the November summary.
