Ordering from Penny's

I put in an order with JCPenney and included the code for free shipping. Of course as usual they charged me for shipping since I live here. When I got the order, which was shipped USPS, I called to ask why I had to pay shipping when it costs them exactly the same no matter where in the US it is shipped. The answer? They want to track where the orders are coming from(?) She said sometimes they have special offers just for Hawaii and Alaska, which I don't believe. She said they would put me on the mailing list. I'm not holding my breath!
