HPP Zoning question

I know some lots were set aside for commercial developement. I saw an application for a store today. This is in front of a home off of Makuu. Can anyone file for such a permit or does this have to be zoned commercial?

Jade, exactly what sort of application did you see? To the best of my knowledge, HPP in its entirety is zoned Agricultural. Any legally permitted businesses either have to be agricultural in nature or obtain a Special Use Permit from the County. For example, commercial greenhouses would be fine without an SUP, but dry cleaners would not. Of course, this being Hawaii, the rules have been known to be bent.

Ironically, none of the 20-acre parcels set aside for commercial areas in HPP have been zoned as such. The Puna Community Development Plan will hopefully change that, but it is getting off to a very slow start when it comes to actual enactment.

I think it is around 28th. I believe they used to own Hawaii Cargo. They built a garage and they were having a garage sale on a daily basis. They sell misc. imported stuff. Like mats,coasters, dresses,purses type stuff.

I saw a couple of businesses on my recent visit and stay in HPP.A nursery for plants and a car repair shop. I thought HPP is so huge that a car repair shop would be an asset.

Ok. I went by it again.

It is off of 30th st. Spanish style house w/fence. The application is for a community store?

I am curious if anyone can apply for such a thing or does it have to be zoned commercial?

As Jerry indicated, the process is a "Special Use Permit" -- meaning the "use" can be something other than what the parcel is zoned for.
Details required for the application can be viewed at the Planning Department.
Also, comments are received by the Planning Department from anyone with something to say about it -- there is a sign with a notice at the property with contact details.

JerryCarr is right, all the lots are zoned AG there, and in order to get a Special Use Permit they have to notify all the neighboring owners about their application and there will be a public hearing.
