Comparison of property taxes of outer islands

With the CoH budget under review and a number of interesting statements being issued by the mayor and council it got me to wondering..

How do the outer islands compare insofar as amount of property taxes per capita?

I CoH low, middle or high in that regard.

I will try to research this myself as I have time but perhaps some PW members could be quicker that I. I have also been unable so far to get any explanation from CoH on the fact that over the last decade the population has risen about 20% and the CoH budget has risen 120%.

Re: the population increasing 20% and the budget rising 120% - According to the US Dept. of Labor, the CPI has gone up 26% over the past decade ($126 today buys what $100 bought in 2000), so now the actual apples-to-apples budget difference is only a 94% increase. The cost of serving a 20% increase in population would account for another chunk of the increase (though how much is anyone's guess...). What else besides free bus rides do we get now that we didn't have then?
