Also check with the HPP association. In the last Conch they mentioned the work they were doing on upgrading their certified kitchen.

Beachboy, talk to the folks at the Old Hilo Hotel where the East Hawaii Coalition for the Homeless is. They have a certified kitchen, a guy used to have culinary school there.

The DOH also makes a distinction between "cut and chop" cert kitchen and actually stovetop/oven cooking. For bentos, you may be able to use a "cut and chop" cert kitchen because you can make rice in a rice cooker (which has no requirement for venting}.
