@ Kalakoa: Again, those roads are not “private” roads, they are “privately owned” roads. Why would the County of Hawaii have to go the to legislature to get a bill passed for it to be able to spend money on “privately owned” roads when Maui and Kauai already do that?

because that is their excuse to not have to provide services for the taxes collected.
AND,
I think what we should be asking is how did Maui and Kauai remove the corruption from their system, at least enough corruption to accomplish a few minor improvements (probably not very minor in the eyes of most services deprived Big Island residents).

I find the phrase "privately-owned road open to the public" to be highly disingenuous; you might even say it's evidence of a corrupt system: why else would you even need a "quasi-public road", which is almost like a "public" road except that it gets no maintenance, or tax revenue, and the traffic fatalities aren't counted...
If these roads are "private", how about the owners set up ANPR cameras and start billing people? All the subdivisions could make money selling tax stamps! The pizza delivery guy would need a big bumper for all the different stickers...

The public road definition is a Federal definition. These road are open to the public so by definition…..public roads. “Privately Owned” is how the Counties of Maui and Kauai refer to them in their Charters.
