PUNA Woman Scamming home owners??

This woman Edna Franco was Scamming home owners of thousands of dollars each. The report says she was doing this on Maui, Does anyone know if she had done this in Puna though?
Really this is the type of crime that shows the world you can move to Hawaii and steal thousands, with really no risk. Why is she not in jail?. How can she pay this money back if she can not work(run her stealing business)?. Maybe some of you met her or know more about this type of scamming?. I am SHOCKED.

I am trying to figure out how the victims, who had their homes already in foreclosure, which I assume is because they didn't have the money to pay the mortgage in the first place, came up with "thousands of dollars" to give this lady?
