Rolling tobacco prices?

I can get a big bag (16oz) of cheapo American Pride 'pipe' tobacco (really cig cut tobacco, relabeled to avoid recent 'sin tax' hikes... I wouldn't smoke this dry sh.. stuff in a pipe!), for about $18... no papers. A book of Bugler/Top papers for about $1.25... about the same for a Bic lighter.
How do prices around BI compare? Should I pad the carry-on and mailed packages w as much baccy as I can?
