They're already running a resort, so their relationship with County is way past the "nitpick your permits" stage.

There are three subdivisions below Kalani on the red road; at least some of those people used to shop at SPACE market before it turned into a "dramatic interlude".

This is a big misunderstanding with many transplants to Hawaii. Hawaii is around 90% zoned agricultural. There is only one city, Honolulu and that is the only area zoned urban. The primary zoning is agricultural for the state but the counties will have their own zones for residential, rural, commercial, rural-commercial. It is a special use permit or a variance for most rural-commercial such as grocery stores, fruit stands, cafe, so on. At least this place is a legitimate 501c3, most in south Puna aren't.

Kalani has a rather surprising amount of visitors. There will be plenty of people to buy from the store in addition to people who live close by.

Teddy Bears are not generally considered to be a grocery item. Unless you have new ones made from chocolate...
