Safeway price error refund

Off island visiting CA & surprise surprise, Safeway "accidentally" overcharges here too. But when I complained, they refunded the entire price of the item. Never had that happen in Hilo Safeway. In fact I told them that & they said that policy is no longer in effect. Well it is Safeway policy as the result of a court order. Hawaii is part of northern CA. My uncle said he used to be a cashier for Safeway long ago. He said he was told to keep a broom next to his register and add it onto every customer's bill. If they complained, he'd take it off, if not, they paid but didn't get the broom. How long ago? the broom cost 10 cents.
