No way to know. There are two different groups claiming to be the "legitimate" Orchidland board with each of them sending "newsletters" calling the other group the illegitimate one.

I recommend that you stop sending in road fees because at this point there is no way to know if one or both groups are looking to embezzle them. Set the money aside, and after the courts have put us into receivership, then send in the money owed.

Unless I'm mistaken the 2 road jobs are in different subdivisions. 40th is Orchidland and 23rd and Kaloli is HPP. From what I hear, both subdivisions have road issues. HPP is doing chip seal, not paving per se.

That is correct. Two separate and unrelated subdivisions and roads.

As I understand it in Orchidland they put a sealant on the chipseal on Orchidland Drive but on Auli'i all they did was paint the chipseal with a thick oil. Probably one of the most expensive painting jobs in Hawaii.
