Some parts of Puna still have cell service that is unreliable. I often have to go out in the middle of the road to use my cell phone, and sometimes that doesn't even work.

That makes sense. We're actually on the very edge of service. It works great on the front of the property, but not in the back. There is practically a magic line where we have service on one side, but not the other.
