I visited a 3rd world country lately and there were a lot of roadworks going on - almost all of it involving ripping out traffic lights and replacing them with roundabouts. Short term pain for long term gain.

Which country would that be? I guess they can afford it-too bad US cant.

We saw a video showing the Makuu Market grounds, and it had turned into a lake. Literally the vendors would have to work in about a foot of water.

Is the flooding more or less hazardous than encroaching a sidewalk?

Yet, Makuu has carte blanche to operate. Under tarps. With buildings made out of shipping containers, and power provided by extension cords...
