This is good news for hunters, target shooters (me), and anyone wanting to legally sight in a firearm. Maybe with a LEGAL shooting facility, we may see less threads here and on local Facebook pages about people shooting guns at in, say, HPP.
I read a different article about this the other day, and it had more information. That article said the location would be at a spot where shooters have been using for a while at mile marker 16 on Saddle Road. A drawback is that members have to have a hunting license before they will be allowed to use the facility. That means taking the local hunter safety class and passing a test. I'm not a hunter, and will not be hunting here. Fpr me, target shooting is an end in itself. I passed Washington State hunter safety when I was 14.
So, my questions are: 1.Will there be a range master present? 2. Will there be shooting benches, target frames, etc, or do we have to bring our own? 3.Fees, days, and hours? 4.Will there be a separate handgun area or?
This is a good step in my opinion. Hawaii is very restrictive concerning firearms. I get that. But, ignoring the needs of shooters won't make guns go away.

I wouldn't count on it. If it requires any money or going more than half a mile out of their way, a significant number of Puna gun owners won't do it. The damn transfer station is free, and idiots dump their trash where other people live. Having said that, I am glad that the law abiding gun owners will have a safe place to target shoot and sight their weapons.

"Maybe" is correct:
A unanimous County Council vote Wednesday on Resolution 246 gave the commission the go-ahead to begin the process of locating potential sites, finding funding and putting together public and private partners.
Details such as design estimates, timing of the phasing in construction, operational costs and sources of revenue will also be determined by the working group.

Puna Councilwoman Eileen O'Hara had some concerns about cost and liability. "I fully support a public shooting range; I just want to be careful that it doesn't become a county shooting range,"
County could have gotten a range "for free" by simply allowing one to be built:

Kohala Councilman Tim Richards, co-sponsor of the resolution along with Hilo Councilwoman Sue Lee Loy, said he's offering the legislation after hearing from many constituents, including law enforcement, about the need for a place to shoot. An outdoor range would provide a location to teach people how to handle guns and give enthusiasts a place to practice and host tournaments, he said.
Even employees of the Hawaii Police Department and state and federal law enforcement agencies don’t have a suitable place to train, he said.
Organized activity to develop a comprehensive safe and supervised island shooting facility commenced in 2004. Following 15 years of prior search and evaluation, the Puuanahulu location was selected in 2005. Design requirements were finalized in 2011. A master plan and environmental assessment was initiated in 2012. The last of three scientifically conducted sound analyses was completed in 2015.
Property for an INDOOR range in Hilo has already been purchased last year.
With the above in place, lets see how it moves along now.

Too bad someone could not work out a deal to buy White Shark before the went out of business. I think they wanted something like 450k.

Pohakaloa has a shooting range. There's a berm at the back to catch stray bullets. The designers could drive up there, look at it, copy the layout and bang, start shooting:

Talked to a gent at a gun store today. From what he knows, there will be noone on sight that's in charge. No shooting benches, and no target hangers. So, a shooter would need to take a table if bench resting, something to hang targets on, a means to measure distance, or just pace it off. Also, some buckets or garbage bags and haul out some trash each time. You will have to have a valid hunting license, and any caliber will be okay to shoot. The way it has been is that you can only bring a firearm that is in a caliber approved for whatever game is in season to hunt.
Since I will not be hunting, I will still have to take the hunter safety class given by the state. I have never been to the site, but hear it's a big field.
